MISSION

We are seeking a Regional Engineer Manager to provide hands-on management of the Japan Engineering Design Team focussed on delivery of capital expenditure projects in Japan.

Reporting to Japan’s Head of Development and Delivery, part of the Major Builds Delivery Team in Colt DCS, you will provide multi-disciplinary technical and design management guidance to the Design & Engineering Team in Japan, as well as collaborating with the other teams including Development, Construction Project Management, Commercial, Legal, Sales and Operations teams, from site selection and due diligence studies up to project completion.

You will manage the resources and the workload of our Japan Design & Engineering Team, assigning & reviewing tasks, identifying skill requirements and organising technical development training for the team, as well arranging direct and 3rd-party mentorship for our engineers.

You will act as the main point of contact between the local D&E Japan team and the Global D&E Team, to ensure continuity and quality of our projects delivery.

Your management and communication skills combined with technical expertise and years of experience in the mission-critical data centre industry will enable you to provide leadership and technical guidance and allow you to gain the confidence of Colt DCS’ colleagues, business partners and customers.

 

OUTCOMES

Your main activities as Regional Engineer Manager will be to:

  • Supervise the planning of design
  •  management for all projects; due diligence, design delivery strategy making detailed plans to accomplish goals and directing the integration of technical activities, consultant selection and contractual engagement, design reviews, value engineering, , monitoring the design programme to achieve critical deadlines, advise and maintain standards for monitoring design quality, liaison with local authorities, cost control and project information systems to ensure successful project delivery.
  • Instruct the preparation of options, critically assess design decisions and make recommendations that address the required standards and country specific regulations to make the best design choices.
  • Collaborate and provide advice and assistance to other Engineering, Construction (PM/CM/Commercial) and Operations teams on all matters relating to engineering and design and ensure that all internal approval documentation is completed in a detailed and timely fashion.
  • Prepare regular reports to monitor the design progress on all projects in Japan for compliance with ours and/or customer requirements, collecting project KPIs, identifying challenges and assigning ownership, proposing and driving solutions ensuring delivery on time and on budget.
  • Review and initiate action on independent assessments (Audits) of the design integrity of our data centres, and the possible identification and remediation of Single Points of Failure.
  • Apply a commercial approach in all aspects of the work including design, engineering and construction, working with other engineering functions, Procurement and Delivery to ensure that the procurement of all items is conducted on the most cost-effective basis to drive reduction in costs, considering not just initial costs but total cost of ownership.
  • Manage complex discussions with General Contractors, driving and representing the Colt DCS position (technical, commercial and delivery) to ensure milestones and completion dates are met with successful handover to the client on time and that all project documentation and internal governance approvals are completed in a detailed and timely fashion and projects are fully documented and closed out.

THE SKILLS / EXPERTISE YOU BRING

  • A Bachelor's degree in any engineering or building construction related discipline / Eligibility for professional accreditation plus 10 - 15 years of professional experience in Japan in complex services or mission critical industry with a proven track record in managing a collaborative, multi-disciplinary team achieving project delivery.
  • Strong design management, time management and organizational skills, with a proactive focus on problem solving. Excellent stakeholder / customer management skills with a commitment to transparency and integrity.
  • Good communication skills verbally and written in both Japanese and English.
  • A solid understanding of data centre planning and interdependent disciplines, such as civils, structures and architecture and project delivery processes. Experience during the early site selection, design, procurement and site review phases of new build and existing mission critical facilities. Familiarity with design consultant appointments, contracts and construction practices in Japan and the ability to work in a collaborative way across all engineering disciplines. Working knowledge of mission critical engineering design and technical principles of HVAC and Electrical systems, BMS/EPMS systems, CSA disciplines and their dependencies, life safety and fire protection ,construction works, Health and Safety legislation and various local regulations and authority approval process. Experience with industry standards, building codes and safety standards, ASHRAE Testing and Commissioning Levels and Commissioning Planning of mission critical systems and design management tools such as BIM360, Revit/BIM and Bluebeam.
  • Experience with cost control and formal change management processes.
  • You will stimulate a culture of teamwork and passion for continuous improvement, leading by example, to work with all other functions in a proactive and energetic way to promote the Engineering & Delivery agenda. Must be able to demonstrate initiative and the ability to work accurately under pressure. Must be able to operate in an open management style and structure with an emphasis on team work within a global matrix. The role requires a proactive engagement with other Colt functions, embracing fully the “One Team” vision.
  • Ability to travel at short notice to visit project sites or existing facilities across Japan and internationally where required.
