Role Purpose:

  • Managing the fibre network in accordance with the key tasks in fibre engineering.
  • Additionally, managing, directing and training a team of Fibre Network Engineers. Prioritise and distribute workload, oversee engineering activities and ensure KPIs are met.
  • Developing, designing and implementing new network, new services, planning and documentation to support COLT's technical function in line with business requirements. Supporting all key initiatives in customer network rollout



Key Accountabilities:

< General >

  • Overseeing activities for designing, planning and implementing Network infrastructure and services, ensuring Quality Assurance
  • Project Managing and delivering Network Engineering projects against agreed KPIs and deadlines, responsible for budget management, feasibility studies and surveys
  • Timely reporting on progress and financials to senior leadership
  • Establishing relationships and negotiating with vendors on proposals and contracts
  • Calculation, scheduling and control of the construction and fibre works and the splicing within the local network and also of  the inhouse cabling at our customer sites
  • Scheduling and inspection of the maintenance of our new local network
  • Quality check of our subcontractor´s work, ensure the acceptance of the result by the local authorities and the building owner
  • Administrating of special information systems as the Order Handling System/Siebel/CPQ/PM
  • Controlling the bill of quantity of the subcontractors
  • Survey of the construction sites also related with construction activities of other providers
  • Selective control  of the civil works of other providers concerning an impact on the colt trench
  • Understanding local restrictions and laws when building infrastructure
  • Coordination of the operations in case of a fault in line with the on-call duty
  • Excellent understanding of geo-coding and planning and planning tools (CAD System)
  • Enhances process efficiency and makes quality improvements through new projects or and different tools
  • Ensure KPI delivery as per agreed SLA

< Building Access >

  • Getting building access (To initiate meeting with building owner directly)
  • Compile and update building information into building infra database which includes building management information into Colt Database. This includes building layout plan for every floor including MDF and riser, access criteria to the building (Risk Assessment and Permit to work form)
  • To identify area / building with potential customer for both Colt own fiber and other fiber scheme and provide budget for business case.

< Duct & Fibre Infrastructure >

  • To plan, design and manage pipe construction. This includes application submission to government authority and other infrastructure providers. To meet with authority for approval of pipe construction work.
  • To verify and record the as-built provided by the contractor for every section of the pipe laid thus approving payment for the work done. This includes verifying and recording the test report, photos, as built and GPS coordinates of the pipe infrastructure.
  • To monitor the utilisation of the fiber in Singapore. To propose for fiber top up for segment reaching maximum capacity.

< Customer order >

  • To plan and design the fiber to serve the customer based on success basis term.
  • To coordinate and manage the contractors on the survey and installation of the customer fiber.
  • Upon completion of the work, to verify the work and to issue payment to the vendor.
  • To update into Colt database on the completed segment of fiber for maintenance.
  • To also accommodate request for cease, cancel and change orders.
  • To support kmz request from contractor

< Maintenance >

  • To support Network operation centre when there is cable break in Singapore. To manage contractors on site when there is cable break and to advise the recovery plan.
  • To support cable maintenance activity such as fiber diversion requested by government authority

< Others >

  • To meet with IMDA and other government authority for meeting related to telecommunication issues or Colt infrastructure.

< Inventory >

  • To manage the inventory of the material to support both maintenance and success orders in Singapore.

Role Requirements:




  • Extensive knowledge and experience in dealing with Construction/Supervision Management
  • Is developing a deep knowledge of the individual technical area and has some experience of applying this




  • Bachelors/Masters degree in relevant discipline. Expérience is key factor.
  • Chief Telecommunications Engineer (fibre) license holder (preferable)
  • Construction accreditation
  • Splicing accreditation
